The ACLU want it to be mandatory that police account for every death.
Also as of June 8, 2015 Many Maryland organizations set policy principles which include:
1. Structures that provide meaningful, participation of civilians in our policing policies and practices.
2. Mechanisms to ensure that police officers and civilians all receive fair, equal treatment in any investigation of criminal behavior or misconduct.
3. Accessible and transparent process for community members and crime victims to communicate with police, report complaints and inform the public of police misconduct.
4. Enhanced training, rules, selection policies, and oversight to eliminate biased policing and unnecessary violence towards civilians.
5. Accountability when officers violate people's rights or fail to report violations.
6. Strengthening of bonds between community and police.
