Heather's Law - Changing the Law on Restraining Orders

State Representative John Stefanski and Senator Dan Morrish, we are petitioning your offices as our elected officials to sponsor a bill in the legislature that will protect persons who file re-straining orders, more particularly, we are asking that once a restraining order is filed that the plaintiff and petitioner be fitted with an electronic monitoring device that will alert law enforcement officers when the persons are within a one mile radius of each other. Additionally, the plaintiff will be contacted immediately by law enforcement requesting that the plaintiff seek shelter until the defendant is found. We are asking that this law be called Heather’s Law.
Because of the violent nature of domestic abuse, we respectfully ask that any person found guilty of threatening to kill or harm their spouse or partner be charged with a felony and serve a mandatory one year sentence in jail or prison.

Why is this important?

My daughter Heather Mouton (37 years old) was killed by her husband on May 25, 2018 after her husband was served a restraining order. My daughter did everything she was suppose to do but the system failed her. She was shot in the back of the head two times at point blank range. Our family is devastated and she is leaving behind three children. Restraining orders in their present form is ineffective and do not protect the abused and have resulted in too many women and some men being killed and/or seriously wounded.
The passage of Heather's Law will significantly reduce the violence associated with the issuance of a restraining order in Louisiana and hopefully throughout the United States. The passage of this law will protect those who are abused and punish the abuser.

Thank you family and friends for signing the petition to make Heather's Law a reality! As of this morning we have collected 2,687 signatures to support this campaign. Our next course of action includes mailing all signatures and petitions to Representative Stefanski and Senator Moorish on Monday of next week and then saturating the media (television, radio and newspapers) with a scheduled news release on next Thursday. I am asking all of you who can and will to contact Rep.
